ISLAMABAD: The National Telecommunication Corporation (NTC) and China’s Sunshine Energy Technology have signed a Memorandum of Understanding (MoU) to collaborate on developing Digital Public Infrastructure (DPI) in Pakistan. The partnership will leverage Artificial Intelligence (AI) and Big Data Analytics capabilities to build scalable, secure, and citizen-centric digital solutions.
The MoU signing ceremony was held at NTC Headquarters, Islamabad. The MoU was signed in the presence of the Honorable Federal Minister for Information Technology and Telecommunication Ms. Shaza Fatima Khawaja, Managing Director NTC Major General (R) Ali Farhan HI(M), Chief Operating Officer of Sunshine Energy Mr. Yu Shaoning, and Company Director Mr. Peng Fugui, along with NTC’s senior management.
Under the agreement, both organizations will jointly explore frameworks for interoperable digital platforms, data exchange, and AI-driven public services aimed at improving governance, service delivery, and digital inclusion across the country.
Federal Minister for IT and Telecommunication Shaza Fatima Khawaja highlighted the government’s policy on IT and digital transformation. She said the Prime Minister’s vision of e-Government is central to transforming public service delivery through technology. She emphasized that collaboration with global technology partners like Sunshine Energy Technology will accelerate Pakistan’s digital public infrastructure goals and support the vision of a knowledge-based economy.
The initiative will support e-Government services through a secure digital services infrastructure with advanced AI, big data analytics, and cloud infrastructure.
The collaboration focuses on building an in-country Digital Public Infrastructure (DPI) that will serve as a secure and scalable e-Government cloud service platform for multiple public sector institutions. The initiative will enable centralized data management, secure inter-departmental data sharing, and the deployment of advanced digital infrastructure to support artificial intelligence and big data analytics for improved decision-making and governance efficiency.
The digital infrastructure will be developed according to high international standards, ensuring continuous availability and fault-tolerant operations. A full-scale government cloud service platform will be developed to support digital transformation across public sector institutions, and it will enable the deployment of AI workloads. In addition to cloud and AI capabilities, it will integrate mobile payment services to support government financial operations.
This strategic collaboration is expected to significantly strengthen Pakistan’s digital infrastructure, enhance e-Government service delivery, and accelerate the adoption of advanced technologies such as artificial intelligence and big data analytics in public sector governance. The initiative marks a key step toward building a secure, modern, and data-driven digital ecosystem for the country.
Senior officials from NTC and representatives of Sunshine Energy Technology China attended the ceremony. Both sides expressed commitment to knowledge sharing, capacity building, and piloting AI and Big Data solutions within Pakistan’s public sector.
