Significant visit of OIC Special Envoy AJK

The protracted dispute concerning Jammu and Kashmir has remained a contentious matter between India and Pakistan for over seven decades. This conflict traces its origins back to the partition of India in 1947 when the princely state of Jammu and Kashmir was presented with the choice of aligning with either India or Pakistan, in accordance with the principles of the partition that allowed these princely states to determine their own fate. The then-Maharaja Hari Singh of Jammu and Kashmir, a Hindu ruler, decided to accede to India in October 1947 amid a backdrop of political instability and tribal incursions, which eventually escalated into a full-blown conflict. Pakistan, as well as the Kashmiri populace on both sides of the Line of Control (LoC), contend that this accession was coerced and did not genuinely reflect the will of the people of Jammu and Kashmir. The United Nations became involved, and several resolutions were passed, proposing the conduct of a plebiscite to ascertain the future status of the region.

The Shimla Agreement of 1972 between India and Pakistan was an attempt to resolve the Kashmir issue through bilateral and peaceful means, emphasizing the significance of the Line of Control (LoC) as an established de facto border. India has consistently rejected the UN resolutions regarding Kashmir and has not agreed to grant the right to self-determination to the people of Jammu and Kashmir. Throughout the years, the Indian government has undertaken a series of forceful actions in Jammu and Kashmir that have been perceived as acts of aggression. These measures include the revocation of Article 370 and Article 35A of the Indian Constitution in August 2019. Article 370 granted special autonomous status to Jammu and Kashmir, while Article 35A allowed the state legislature to define permanent residents and extend special privileges to them. The people of Kashmir believe that the unilateral abrogation of these articles without the consent of the population of Jammu and Kashmir was a provocative move. Furthermore, the Indian government has deployed a substantial number of troops in the region, leading to allegations of human rights violations, such as curbs on freedom of expression, instances of violence, sexual assaults, mass detentions, and communication shutdowns. These actions have further exacerbated the discontent among the local population. Human rights organizations have expressed profound concerns regarding the situation in Jammu and Kashmir.

The situation in the region of Indian Occupied Jammu and Kashmir has captured the attention and raised concern on a global scale. A variety of human rights organizations, such as Amnesty International and Human Rights Watch, have issued reports documenting the abuses occurring in the area. The United Nations has also voiced its apprehensions and has called for the establishment of accountability measures and inquiries into suspected violations.

Addressing human rights violations in Occupied Jammu and Kashmir necessitates a comprehensive strategy, involving several critical steps. There is an immediate and pressing need for impartial investigations into allegations of human rights abuses. Holding those responsible accountable is essential for the sake of justice and reconciliation. Achieving a lasting resolution to the Kashmir conflict should prioritize open dialogue and engagement with the region’s residents, addressing their concerns and aspirations. Safeguarding fundamental rights, including freedom of speech, assembly, and access to information, is pivotal for restoring a sense of normalcy in the area. Urgent endeavors should be undertaken to provide humanitarian aid to those affected by the ongoing conflict, especially concerning healthcare and education.

India under the regime of Modi is now openly following Hindutova which believes in supremacy of Hinduism. Instead of giving rights to minorities, India intends to see at Pakistan with dirty eyes. The Chief Minister of the Indian state of Uttar Pradesh recently said that India should take the Sindh region back from Pakistan. Earlier, the Indian Defense Minister had also talked about the integration of Azad Kashmir into India. Yogi Adityanath, the Chief Minister of the Indian state of Uttar Pradesh, said that if Ram Janmabhoomi in Ayodhya can be taken back from the Muslims after five hundred years, then there is no reason why India should not take ‘Sindhu’ i.e. Sindh province of Pakistan. The state of Uttar Pradesh is ruled by the Bharatiya Janata Party, a Hindu nationalist party, and the chief minister of the state is considered the staunchest Hindu leader in the party. According to a statement issued by the state government, the Chief Minister was addressing the two-day National Sindhi Convention and he made these remarks. He said, “After five hundred years, a grand temple of Lord Rama is being constructed in Ayodhya. Soon the idol of Ram will be re-installed there. The temple will be inaugurated by Prime Minister Modi in January. “If Ram Janmabhoomi can be taken back after five hundred years, there is no reason why we cannot take Sindhu (Indus region) back,” he continued. A video of Yogi Adityanath in this regard is also available on social media, in which it can be seen that when he made this comment, the audience sitting in the auditorium clapped so loudly that the hall erupted. Continuing his speech, he said, “For this purpose, the Sindhi community needs to tell its present generation about its history and heritage. If they know about their history and elders, what was their original land, then they will definitely succeed in getting it sometimes. Yogi Adityanath said that the Sindhi community suffered the most after the partition of India. He also said that only one person’s stubbornness became the reason for the partition of India. He said, “Due to partition, a large area of India became Pakistan. The Sindhi community suffered the most as it had to leave its motherland. Even today we have to bear the brunt of the tragedy of partition in the form of terrorism.”

A few months ago, Indian Defense Minister Rajnath Singh, while addressing an event in Jammu, also said that Pakistan should focus on its internal problems and that India should do more to take back Pakistan-administered Kashmir. He said that whenever the need arises, “India will continue to cross the border and pursue the militants and eliminate them.” On this occasion, Rajnath Singh said, “I want to tell Pakistan clearly that it will not gain anything by repeatedly raising the issue of Kashmir.” He further said, “We don’t need to do much to take back Pakistan-occupied Kashmir, because the demand for alliance with India will itself start from there.” He further said that Pakistan has illegally occupied many areas of Jammu and Kashmir. These statements form Indian leadership clearly shows their Hindutova approach.

Next in line is the pivotal role played by the Organization of Islamic Cooperation (OIC). Established in 1969, the OIC is an intergovernmental organization that comprises 57 member states from various parts of the Muslim world. Over the years, it has played a significant part in promoting collaboration, unity, and progress among its member nations. Furthermore, the OIC has made substantial contributions to global peace, security, and socio-economic advancement.

One of the primary objectives of the OIC is to foster solidarity among countries with Muslim-majority populations. This mission is particularly vital in the face of growing challenges, including Islamophobia, religious discrimination, and cultural misconceptions. The OIC offers a platform for its members to come together and jointly address issues that impact the Muslim world. This collective unity can wield a substantial influence in promoting peace, stability, and safeguarding the rights and dignity of Muslims on a global scale.

The OIC has taken an active role in conflict resolution and mediation, striving to prevent and resolve disputes among its member nations. For instance, the organization has played a crucial role in mediating in conflicts like the Somali Civil War and the Southern Philippines conflict. Its endeavors in facilitating dialogue and negotiation have contributed to peace and stability in these regions.

Moreover, the OIC has a track record of providing humanitarian aid to countries grappling with natural disasters, conflicts, and other crises. The organization’s humanitarian arm, the Islamic Solidarity Fund, has financed numerous projects encompassing areas such as healthcare, education, and disaster relief. The OIC’s swift response to crises underscores its dedication to alleviating human suffering and advancing social well-being.

Education and cultural exchange hold a significant place in the OIC’s mission. It supports initiatives geared toward enhancing educational standards, promoting scientific research, and deepening cultural understanding among its member states. These programs serve to empower young generations, encourage intercultural dialogue, and stimulate socio-economic development.

The OIC has also taken a strong stance against terrorism and extremism, emphasizing their incompatibility with Islamic teachings. Collaborating with international bodies, including the United Nations, it is actively engaged in efforts to combat terrorism, bolster security, and protect human rights. The OIC’s anti-terrorism initiatives are crucial in promoting a safer world for all.

Furthermore, the OIC facilitates economic cooperation among its member states, promoting trade relationships, investment opportunities, and the development of infrastructure. Initiatives like the Islamic Development Bank (IDB) offer financial support for development projects, poverty reduction, and economic growth in member countries. The OIC’s commitment to economic development has the potential to enhance the quality of life for millions of people.

The ongoing and intricate Kashmir dilemma has been a source of friction between India and Pakistan for an extended period. In this complex context, the Organization of Islamic Cooperation (OIC) has assumed a constructive role in addressing the situation by promoting dialogue and championing the rights and welfare of the Kashmiri population.

The OIC has consistently engaged with the Kashmir issue through diplomatic means. It has facilitated discussions among the relevant parties and underscored peaceful dialogue as the pathway to resolving this conflict. The organization has acknowledged the significance of negotiations in addressing the concerns of the Kashmiri populace and has advocated for a peaceful resolution. It serves as a testament to the organization’s dedication to upholding international law and advancing the well-being of the Kashmiri population.

Yousef M Al Dobeay, the Special Envoy to the Secretary-General of the Organisation of Islamic Cooperation (OIC) on the Kashmir issue, recently undertook a visit to Pakistan with a delegation. During his visit, he reiterated his unwavering support for the Kashmiri people in their just struggle for the right to self-determination. He expressed these sentiments following a conversation with Pakistan’s Foreign Secretary, Muhammad Syrus Sajjad Qazi, in Islamabad. Al Dobeay affirmed the OIC’s standing with the Kashmiri people and pledged to continue raising awareness about their plight on various international platforms.

Furthermore, Yousef M Al Dobeay emphasized that the OIC has strongly condemned the unlawful actions taken by India on August 5, 2019, and has consistently called for their reversal. In response, Pakistan’s Foreign Secretary expressed deep gratitude to the OIC for its consistent and unwavering support for the Kashmiri cause. While referencing the Indian atrocities in the illegally occupied Jammu and Kashmir, Muhammad Syrus Sajjad Qazi pointed out that the current Indian leadership is committed to prolonging India’s occupation of the region. He highlighted that a significant number of political activists and human rights defenders have been arbitrarily detained, with their total count reaching around four thousand. Referring to the illegal and unilateral steps taken on August 5, 2019, he stressed that the ultimate aim of these actions is to disempower Kashmiris and turn them into a minority in their own homeland. He emphasized that the timely and full implementation of decisions made under OIC resolutions and the action plan adopted by the Contact Group can help alleviate the suffering of the Kashmiri people and lead to a lasting resolution of the Jammu and Kashmir dispute.

The delegation also visited Chakothi Sector, Jammu & Kashmir Monument Muzaffarabad and called on political leadership of AJK.

Delegation visited Chakothi-Uri Crossing Point of Line of Control (LOC). Major General Muhammad Irfan, GOC Chinar Division welcomed the diganitiries at LOC and comprehensively briefed about prevailing situation along the LOC. Suffering of Kashmiri Muslims living in Indian Illegally Occupied Jammu and Kashmir (IIOJK) were highlighted in detail besides atrocities of Indian occupation forces in the garb of Cordon and Search operations. Delegates were also informed about welfare measures undertaken by Pakistan Army for the betterment of people of Azad Kashmir. The delegation also met and interacted with victims of Indian Ceasefire violations including victims of prohibited cluster munition, members of village defence committee and local civil administration at Chakothi.
Ambassador Yousef Muhammad Al Dobeay also laid floral wreath at Jammu & Kashmir Martyr’s Monument at Muzaffarabad.

While talking to the locals at Chakothi, Yousef Al Dobeay said that Kashmir issue is not only of Kashmiri people but of whole Muslim ummah and we will highlight suffering of IIOJK people during upcoming session of OIC. Voice of Kashmiris would be conveyed to the Islamic world and the international community will also be taken on board in this regard. Kashmir is a part of the OIC and it is our responsibility to resolve the Kashmir issue peacefully and according to the wishes of Kashmiris. I assure you that we stand shoulder to shoulder with the people of Kashmir in their struggle for securing their right to self-determination. Today we have got an opportunity to visit the LoC and talk to the victims of the Indian aggression. The world needs to be told more about the human rights violations taking place in the Indian occupied territory of Jammu and Kashmir. Being the representative of Islamic countries, it is our responsibility to highlight the Kashmir issue and solve it. We will solve this problem together with friendly countries to ensure durable peace in the region. Delegates also visited a refugees Camp near Muzaffarabad where they were briefed about socio-economic development of refugees.
