Russia does not perform its exclusive duty to support int’l peace & securityThe Russian Federation is a permanent member of the UN Security Council and actively uses this status for its own course, including destabilization of certain regions and freezing of conflicts. By blocking important decisions in the field of international security, Russia is thus promoting the continuation of conflicts and preserving its own influence in volatile regions of the world. It is from the fault of Russia that conflicts (including those frozen) continue in various parts of the world, in particular in the Middle East (Libya, Syria) and in the territories of the former USSR (Ukraine, Moldova, Georgia, Armenia and Azerbaijan).
Instead of facilitating the consideration and adoption of initiatives to end the bloodshed, Russia vetoed the most important UN Security Council resolutions and organized dubious meetings on the Arria formula, which cannot be seen as constructive steps. The most
important resolutions of the UN  Security Council on: the war in Libya and Syria, the settlement of the dispute over the Crimean Annexation, the investigation of the loss of the MN-17 were vetoed by the same permanent member of the Security Council–the Russian Federation. Thus, taking advantage of its status in the United Nations, the Russian Federation threatens the authority of the whole Security Council and the possibility to fulfill
its most important function–to ensure international peace and security.
The Russian Federation has repeatedly ignored the fulfillment of the obligations laid
down on it by the Charter of the United Nations, as a permanent member of the Security
Council. In particular, it follows its behavior in the Ukrainian direction. In order to legalize the Crimea’s annexation and the war in Donbas, the Russian Federation regularly holds a UN Security Council meeting on the so-called “Arria formula,” i.e. chooses an alternative way to consider important issues for it, in a manner that most UN members ignore and
has no legally approved consequences. Covering the protection of human rights and using
the un-statutory format of these meetings, Russians invite such dubious characters as “ministers” of the LDPR and Russian implementing agents from Ukraine to Russia (Azarov, Tsaryov).
People who are “invited” to the meeting under the “Arria formula” have Russian passports and give appropriate information in favor of the Russian Federation. Such persons are controlled by special services of the Kremlin and cannot be perceived (and not perceived) as independant witnesses. They only present Kremlin scenarios and try to provoke the world community to perceive such wrong vision. In no way does this behavior of the
Russian Federation contribute to solving difficult security situations, in particular – in Ukraine, instead, it is absolutely destructive and leads the world into an omanable one.
Moreover, Russia not only ignores its high status, it also places millions of peaceful
people at the very risky position. Then there is a logical question: If the principle of scrupulous implementation of international agreements and the role of a member of the highest security body in the world is not for Russia perhaps it should be proposed to leave the place of permanent member of the UN Security Council? Instead, this place could be offered to a worthy country, which will perform its obligations properly, rather than cover its crimes by manipulation and dubious meetings.
