This story of harassment, oppression against religious and gender rights was written in PHA Multan. And no one else started this battle, but DG himself has done it. Everyone is protesting against Asif Rauf Khan Swati. Earlier, in a board meeting chaired by DG Shafqat Raza, where one and a half dozen officers and employees were given departmental promotions, Syeda Muniba was also promoted from grade sixteen to seventeen on the basis of her academic qualifications and service. , and since then she was posted as PSO to DG.

It should be noted that the affected officer Syeda Muniba Ali, who belongs to Multan and is a PHD scholar, had done BA, B.Ed., M.Com with distinction before Ph.D. Her research articles have been published in International journals and her most recent article titled “Teachers’ Role in Reducing Student Misbehavior and Negative Behavioral Interactions Due to Social Media Use” is a Published in reputed international journals

Which is being appreciated a lot in academics. Among the seventeen women in the PHA Multan staff, Syeda Muniba was the only veiled woman. Being a “PSO”, there was more office interaction with the DG, and an officer was not allowed to veil a subordinate at all. Ever since taking charge of Multan, Rauf Swati has been constantly harassing the female subordinate with his wrong intentions, uttering indecent phrases, and insisting on removing the veil. The officer was suffering from a mental and psychological distress due to the bad office situation and mental retardation. She became so depressed

That it was impossible to carry the burden of official responsibilities. Therefore, the woman suffering from mental retardation and depression decided to inform her parents about the abusive activities of the boss, and tired of this terrible situation, she took a two-week leave on medical grounds. But since DGPHA Multan had decided to teach a lesson to the female subordinate officer for failing in his bad intentions and not bowing down to his demands, So he had to grant medical leave on the ground of ill health.

Saddened and angry at the failure to fulfill the evil intentions, the DG called the subordinate officer to answer by declaring the medical as fake, and also started inquiries, as a result of which she was finally suspended. While protesting against this illegal suspension, the affected female officer threatened to raise her voice against this cruelty, on which the DG terminated the suspension, but also issued a show cause notice.

Now the DG has created another hideous game. In his support, he asked his subordinate to write a request and raised a question about the departmental advancement of the victim woman. And thus accused of falsification in the record, dismissed from the job. The above-mentioned officer did not stop there, but also sent the record tempered case to anti-corruption Multan, where he used his immense influence. The administration of Nishtar Hospital Multan was also pressured from above to form a board to declare the woman medically unfit.

The victim’s husband, who is a professor in Bahawalpur University, DG PHA also wrote a letter to the VC to stop him from pursuing his wife’s case. While he is constantly putting pressure on other employees of his own department to make statements in his favor and against the woman.

The above-mentioned measures were not stopped, but a campaign was launched against the woman under a well-thought-out scheme. Press conferences were held, press releases were issued, money was poured on newspapers to publish news. Government resources were also wasted in this disgusting disinformation campaign against the victim woman and her father. The woman’s father is a retired Information Department officer, and works as a caretaker of a Multan tea house.

To tell the truth, Multan Tea House is inhabited by him. He has made this possible with his respect for every member, his moral support, timely redressal of any complaint, and his excellent understanding of the matter. It is a matter of thought and surprise that after being retired from the job, what is the duty of the superior officer to keep the retired officer at the edge of the guns? The fact is that Rauf Swati has made this case a personal grudge issue. Apparently, his manly ego has been hurt a lot due to the non-surrender of the delicate gender. Stories are still circulating in the office, but the frightened women do not continue to voice their complaints

Here are the brief details of the steps taken by the victimized female officer, Syeda Muniba Ali, in her defence, and the various forums where she has knocked on the door for prosecution:

1) Appeared with her husband before the anti-corruption officer assigned for the investigation and recorded her statement.

2) An application was made to the provincial ombudsman for the action of the regulation, in which appropriate and proportional measures were appealed against the cruelty and brutality of the superior officer to the vulnerable gender.

3) A case of harassment has also been filed in the High Court.

4) This matter has also been brought to the notice of Chief Secretary Punjab, Provincial Secretary Housing Punjab, and Provincial Secretary Housing South Punjab.

5) Various women’s rights organizations are being contacted, but it is futile to hope for them, because their mobilization for veiled women is apparently not included in their agenda.

All this is still not enough. Support this family in raising the voice for this talented female officer against this cruelty. We should stand with them, we should not back down at all, until they reach and listen to the relevant administrations and the houses of power.

Journalism, science and literature, social society and some leading people of the society have given statements for solidarity and support with the victim woman and her family, they have strongly condemned the DG of PHA, and the administration Urgent measures have been demanded. Prominent names among them are: the oldest and most senior journalist, well-known intellectual and writer, and columnist Masihullah Jampuri. Professor Dr. Shabir Hussain Baloch, a well-known teacher of journalism, a well-known poet and writer,

And columnist Razi-ud-Din Razi, presidential award-winning columnist and poet and writer Mustahsan Khyal Khilji, chartered accountant Rabnawaz Malik, columnist Sajjad Malik, Professor Amjad Ramey, and others.

Demand: Since the senior officer, Asif Rauf is continuously trying to influence the investigation, and is also misusing government resources, he should be withdrawn from his current position to make an independent and fair investigation possible. Finally, all other friends are requested to raise their voice for this cause.
