Baku, March 28, :March 28 marks the 102nd anniversary of the establishment of Azerbaijan’s national security agencies. This significant date is connected with the establishment of the intelligence and counter-intelligence service on March 28, 1919 in order to ensure state security in the Azerbaijan Democratic Republic.

By the Order signed by the national leader of the Azerbaijani people Heydar Aliyev on March 23, 1997, March 28 is celebrated as a professional holiday by the employees of the security bodies of the Republic of Azerbaijan.
The history of the national security body in our country began on March 28, 1919 with the establishment of intelligence and counter-intelligence unit (quartermaster) under the General Staff of the Ministry of Defense by the order of the Minister of War of the Azerbaijan People’s Republic Samad bey Mehmandarov. Mammadbagir Sheykhzamanli was appointed the first head of the organization, then his brother Nagy Sheykhzamanli was appointed. During the Soviet era, the body was first called the Emergency Commission (EC), for some time was part of the People’s Commissariat of Internal Affairs (NKVD), and then the State Security Committee was formed. During the seventy years of Soviet rule, the task of the state security body operating in our republic was mainly to protect the existing structure, to prevent the spread of thinking contrary to the ideology of that totalitarian regime.
For a long time, national personnel were not allowed to hold high positions in this special service body. The great leader Heydar Aliyev, who gained great prestige and trust only from a young age with his high intellect, organizational and managerial skills, innate intelligence talent, increased the number of local and national staff, promoted them, as well as Azerbaijanism. It was possible to be brought up in the spirit. With the appointment of national leader Heydar Aliyev as chairman of the State Security Committee in 1967, a completely new stage in the history of Azerbaijan’s security agencies began. Dedicating 25 years of his life to service in the national security agencies, the National Leader made a fundamental change in the security system during those years, laid the foundation of the policy of nationalization and achieved this goal. This policy, founded by the Great Leader, has played an exceptional role in establishing stability in independent Azerbaijan, which is accepted and, of course, appreciated by the world.
Achieving serious quality changes in this area is also in the focus of President Ilham Aliyev. Thanks to the successful reforms of the head of state, who pursues a policy of building a strong army in the country, the activities of security agencies have reached a new level. President Ilham Aliyev, who has always had a comprehensive and systematic approach to security, also focuses on structural reforms in this area. As an important part of these reforms, the abolition of the Ministry of National Security by the Decree of the President of Azerbaijan Ilham Aliyev dated December 14, 2015 and the establishment of the State Security Service and the Foreign Intelligence Service on its basis, primarily to increase the efficiency of special services aimed at adapting to the requirements of the new era and improving the structure of public administration. These reforms have opened up a wide range of opportunities to ensure stability in Azerbaijan, an active member of the anti-terrorist coalition, and to further strengthen measures to combat terrorism and smuggling.
It is no coincidence that in recent years, dozens of armed groups engaged in terrorist activities have been neutralized, and their members have been prosecuted. During this period, significant progress has been made in the fight against transnational crime. In recent years, tons of drugs planned to be transported in transit through the country have been detected and withdrawn from circulation, and a number of successful operations have been carried out to ensure cyber security.
The high attention and care paid to the security agencies in our country shows that the formation of a security environment, protection of the sovereignty and territorial integrity of our country, more reliable protection of the security of our people is an important part of the Azerbaijani state.
