GoP to facilitate Foreign Investors – Advisor on Finance

Karachi, : Advisor to PM on Finance Dr Abdul Hafeez Sheikh had an interactive session with foreign investors at OICCI on September 12th, during which he gave a comprehensive overview of the challenges faced by the economy in the past two years and how the GOP has successfully managed to stabilize the economy which is now on a recovery path. Dr Hafeez Shaikh added that the growth trend in some industries like cement, automobile and fertilizer and rapid growth noticed at PSX are very encouraging and should give confidence to investors.

The President OICCI, Haroon Rashid, welcomed Dr Abdul Hafeez Sheikh and briefed him about the critical role of OICCI and its members in the economy of Pakistan and shared that delays in tax refunds and some other issues are creating hurdles in bringing Foreign Direct Investment (FDI) in the country, as well as not being in sync with the government’s agenda of Ease of Doing Business (EODB).

The participants representing the major foreign investors operating in the country appreciated the GOP’s effort in successfully overcoming the Covid 19 challenge to the economy and taking appropriate measures for the health and safety of the people of Pakistan. OICCI members complimented the Advisor on Finance for the constructive approach adopted during the 2020-21 Budgeting process where the tariff rationalization of over 1600 items, together with rationalization of withholding taxes at import stage and many other measures contributing towards Ease of Doing Business. OICCI also appreciated the recent launch of Roshan Digital Account for overseas Pakistanis as a step in the right direction.

However, the foreign investors expressed concern on the continuation of the high rate of Turnover tax especially for high turnover but low margin sectors like petroleum and chemical businesses.
Members also vented concern on the recent incident on the Lahore-Sialkot ring road which has damaged the morale of the stakeholders, who were otherwise satisfied with the highly improved security environment in Pakistan.

OICCI President, Haroon Rasheed, recommended that the government should take a collective view of the measures to encourage foreign investment in Pakistan, including appointing a focal ministry for streamlining operating issues of foreign investors. OICCI strongly recommended that the GOP should ensure that incentives once given to foreign investors, for example vide Section 65 of the IT Ordinance 2001 in respect of new investments, should not be withdrawn while the respective projects are in implementation phase. OICCI also requested for orderly and prompt settlement of long pending tax refunds and circular debt.

OICCI members were optimistic that the country can attract large FDI by ensuring predictable, consistent and transparent policy framework and its implementation. The participants also sought Finance Advisor review of the recent announcement that investment in the National Saving scheme will not be available to retirement funds after 2022. On questions from the audience, Finance Advisor assured that the GIDC issue will be managed amicably in accordance with the Supreme Court decision and that the FBR will be more proactive and will regularly engage with key stakeholders like OICCI members in resolving all legitimate issues especially on tax refunds.

OICCI is the collective voice of the top 200 MNC’s operating in Pakistan with investment of over USD 100 Billion and contributing roughly Rs 5 billion revenue each day to the exchequer.

UK increases Export Finance Country Limit for Pakistan

The UK’s credit financing agency, UK Export Finance (UKEF) has increased its financing limit for UK businesses looking to export to and invest in Pakistan to £1.5 billion. This announcement will boost trade partnerships between the two countries and unleash Pakistan’s growth potential. UKEF helps secure large contracts by providing attractive financing terms to buyers and supporting working capital loans.

The British High Commissioner to Pakistan, Dr Christian Turner met with the Federal Minister of Commerce for Pakistan Razaq Dawood today to discuss trade ties and business potential between the two countries. The Commerce Minister welcomed the UKEF’s announcement of an increase of £500 million in the credit limit for business investment in Pakistan, especially at a time when Pakistan is looking to expand its trade potential to mitigate the impacts of COVID19.

The British High Commissioner, Dr Christian Turner said;

“UK credit financing for Pakistan has tripled in the last two years, and is key to achieving my ambition to double the trade between the UK and Pakistan. It is a sign of our confidence in Pakistan and the strength of the unique relationship between the two countries. I encourage all Pakistan businesses to look for opportunities to partner with the UK on their journey towards economic prosperity.”

The UK is Pakistan’s third largest export partner. Between July 2019 and March 2020 Pakistan exported 7% of its total exports to the UK, and the increase in the credit financing limit will help turbo-charge trade relations between the two countries.

CHAIRMAN NHA VISITS SUKKUR-MULTAN MOTORWAY M-5

Chairman National Highway Authority Capt ® Sikander Qayyum visited Sukkur-Multan Motorway (M-5) and inspected all the Rest Areas, Service Areas and Toll Plazas located all along M-5. During the inspection, Senior Officers of NHA, Chinese contractors and all service areas and rest areas contractors were also present at site. Chairman National Highway Authority Capt ® Sikander Qayyum directed all the operators to improve the cleanliness there. He asked the concerned Members of the National Highway Authority to visit service areas once a week. Chairman National Highway Authority Capt ® Sikander Qayyum said, if cleanliness conditions are not improved then strict action shall be taken as per terms and conditions of contract. During the inspection, Chairman National Highway Authority Capt ® Sikander Qayyum took feedback from the commuters at all service areas about the facilities and prices of food products. The public was satisfied with the quality and prices of the food items. He also inspected fuel facilities and construction work of the fuel stations buildings at Azampur and UCH Sharif Service Areas and instructed M/s. GO to complete the construction activities expeditiously. The Chairman National Highway Authority Capt ® Sikander Qayyum also checked the facilities at the Mosque and the same instructions were given to operators to keep all the wash rooms areas in hygienic condition. Chairman National Highway Authority Capt ® Sikander Qayyum also visited the Traffic Control center to observe the performance of Intelligent Transport System (ITS) system. During briefing the Chairman National Highway Authority Capt ® Sikander Qayyum expressed interest in checking overloaded vehicles through weigh in Motion system and its recording at TCC Center. At the end, Chairman NHA inspected arrangements for staying of commuters at Multan Service Area and appreciated quality of rooms and travelling and civic facilities amenities provided there. He desired to provide such quality facilities at other service areas if possible.

Pakistan cautions against spoilers in Afghan peace negotiations

svg%3EAs the historic Afghan peace talks began Saturday in Doha to end decades-old war, Pakistan warned the international community against the role of spoilers poised to impair the hard-earned process.

Addressing the opening session of Afghan peace talks through video link, Foreign Minister Shah Mehmood Qureshi termed the commencement of peace talks a global recognition of Pakistan’s stance of no-military solution to Afghan dispute rather a political solution being only a way forward.

Prime Minister’s Special Envoy on Afghanistan Ambassador Muhammad Sadiq is representing Pakistan at the ceremony while the foreign minister participated virtually at the special invitation of Qatari counterpart Sheikh Mohammed bin Abdulrahman Al-Thani. Among others, the key speakers at the event included Abdullah Abdullah, chairperson of Afghanistan’s High Council for National Reconciliation, Taliban deputy leader Mullah Abdul Ghani Baradar and US Secretary of State Mike Pompeo.

The foreign minister said that the forthcoming negotiations were for the Afghans to decide about their future. “The Afghans alone must be the masters of their destiny without outside influence or interference. The spoilers from within and from without will pose formidable challenges. Constant vigilance will be required to guard against their machinations,” Qureshi said, and hoped that all the sides would fulfill their commitments and remain committed to achieve a positive outcome.

The foreign minister said the intra-afghan negotiations are a milestone towards establishment of peace in Afghanistan. The Afghan leadership must seize the historic opportunity to pave way for a durable peace through the negotiations, he said, and reiterated that considering it a collective responsibility, Pakistan always played re-conciliatory role in Afghan peace process and would keep it up.

He said besides Afghanistan, Pakistan was the country that had suffered the most due to Afghan conflict bearing attacks, deaths and displacement of citizens besides huge economic loss. While calling for the fullest role of international community to take the matter to its logical end, the foreign minister also advised not to repeat the mistakes made in the past, to achieve the dream of peaceful Afghanistan. He urged the international community to continue supporting Afghan-led and Afghan-owned peace process while respecting the consensus to emerge from the Intra-Afghan Negotiations

Nong Rong appointed as China’s new ambassador

Nong Rong has been appointed as China’s new Ambassador to Pakistan, according to an announcement from the Chinese Foreign Ministry in Beijing.

A native of Guangxi, Nong Rong was holding the post of provincial minister before being named as the Ambassador to Pakistan.

He holds vast experience in trade that would greatly help in implementation of the China Pakistan Economic Corridor (CPEC) projects on fast track.

His predecessor Yao Jing is scheduled to return to Beijing a couple of months before the completion of his three-year tenure to assume new responsibility in the Ministry of Foreign Affairs.

The motorway incident is shameful : FPCCI

The motorway incident is shameful, it is the responsibility of the government to maintain law and order. Highways are also not safe. Innocent passengers face serious crimes on highways. The motorway tragedy is a disgrace to society and the state. The law is for the protection of citizens. We strongly condemn the statement of the CCPO. The professional officer cannot make such a statement. These views were expressed by the President of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), Mian Anjum Nisar, about the Lahore Motorway Violence Case addressing a special meeting held by FPCCI Women Entrepreneurs.

Expressing concern over the Lahore Motorway rape case, he said that in 2019 alone, 3881 cases of rape of women, 1359 cases of sexual abuse of children, 1785 cases of violence against women, 12,600 cases of abduction of women, and honor killings were reported in Punjab province alone. 197 cases were registered which is a shameful and worrying moment for this society. He added that the education system also needs to be reformed.

Our children should know the ethics and values of their society. In the past, good scripted dramas were aired but now their script is not appropriate either. We are an Islamic country where such dramas are banned from being aired on the internet. The content has also caused a lot of problems.

Miss Qaisara Sheikh, Coordinator, FPCCI Women’s Entrepreneurs, said that the Zainab Alert Bill should be implemented. Abuse of children and women should be punishable by death. Crime cannot be controlled unless the justice system is established on modern foundations. The accused in the rape case should be made a role model. Women chambers across the country are united against this incident. The accused in the motorway rape case are terrorists, they should be punished severely. Not safe.

All businesswomen of the country strongly condemn the irresponsible statement of CCPO. Officials of all women’s chambers across the country through video link. Hina Mansab, Shagufta-ur-Rehman, Tahira Naseem, Masooma Sabteen, Shehan Malik, Sadia Khurram, Naima Naz, Falak Anjum, Asma Kanwal, Lala Rak, Nazli Abid, and other women also expressed their views in the meeting and strongly condemned the incident.

Palestinian strongly rejection & denunciation US-Bahraini-Israeli tripartite declaration

The Palestinian leadership declares its strong rejection and condemnation of the US, Israeli, and Bahraini tripartite declaration on the normalization of relations between the Israeli occupation state and the Kingdom of Bahrain. It considers it a betrayal of Jerusalem, Al-Aqsa, and the Palestinian cause and a step in support of legalizing the ugly crimes of the Israeli occupation against the Palestinian people.

Israel continues to control and annex the Palestinian lands by military force and actively works to Judaize Jerusalem, control the Islamic and Christian holy sites, and commit crimes against the Palestinian people.

The Palestinian leadership considers this step extremely dangerous, as it torpedoes the Arab peace initiative, the decisions of the Arab and Islamic summits, and international legitimacy. The Palestinian leadership rejects this step taken by the Kingdom of Bahrain and calls on it to immediately retreat from it due to the great harm it causes to the inalienable national rights of the Palestinian people and joint Arab action.

The Palestinian leadership also renews its call to the brotherly Arab nations to adhere to the Arab Peace Initiative of 2002 and calls on the international community to adhere to international law and international legitimacy decisions.

The Palestinian leadership affirms once again that it has not and will not delegate anyone to speak in its name. It also confirms that peace and stability in the region will only be achieved by ending Israel’s occupation of all Palestinian and Arab lands- and with the Palestinian people gaining their independence in their sovereign state, on the borders of 4 June 1967, with East Jerusalem as its capital, and resolving the refugee issue based on UNGA 194. It’s delusional to believe that these concessions at the expense of the Palestinian people’s rights will serve peace, security, and stability in the region.

In its latest Network Experience Report, Opensignal has ranked Zong best in top five service areas that include Video Experience, Download Speed Experience, Upload Speed Experience, 4G Availability, and 4G Coverage Experience.

This further solidifies the network leadership of the country’s top cellular and digital services provider, Zong. The report examined the mobile network experience of the four nationwide mobile network operators in Pakistan over a period of 90 days to see how they fared.

Zong’s Good Video Experience means that its users enjoyed generally faster loading times and less stalling as compared to other operators.
