We are wasting precious marble, granite reserves: FPCCI

The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) on Thursday said Pakistan can earn huge foreign exchange by paying attention to the massive marble and granite reserves available in Khyber Pakhtunkhwa, Balochistan and Sindh.

Pakistan is the sixth larget producer of marble and granite but its share in international trade is below two percent which can be increased substantially by paying some attention to this neglected sector, said Vice President FPCCI Qaisar Khan Daudzai.

In a statement issued here today, he said that Pakistan has over 297 billion tonnes of these minerals while over 80 percent of the reserves are located in the province of Khyber Pakhtunkhwa and tribal districts.

Ther businessmen dealing in it are too much focused on mining through primitive methods wasting a sizable quantity and export of raw material fetching little money, he noted.

Qaisar Khan Daudzai said that we are adding value to only ten percent of the marble and granite while other countries import it from Pakistan and then export it again to Pakistan and other countries after adding value to it.

Pakistan is producing good quality marble and granite and it can earn huge foreign exchange while reducing unemployment by paying attention to this sector, he observed.

He noted that primitive method of mining results in wastage and poor quality of the stone which can be saved by adopting the latest techniques.

This sector is facing problems like law and order, energy crisis, high cost of electricity, poor road infrastructure, lack of loans etc. which should be considered by policymakers, he demanded.

Government can import the latest machinery from the US and Italy to provide them to mine operators on easy terms and conditions which will help it grab a larger share in the 45 billion dollars global market.

CCTV: Premier Li Keqiang attended the World Economic Forum Special Virtual Dialogue with Global Business Leaders on September 15. Can you give us some details of this meeting? What signals did the Chinese leadership send to the world, especially to the international industrial and business communities?

Wang Wenbin: On the night of September 15, Premier Li Keqiang attended the World Economic Forum Special Virtual Dialogue with Global Business Leaders at invitation. Premier Li delivered remarks and had discussions with representatives of business leaders. The meeting was chaired by WEF Executive Chairman Klaus Schwab and participated by nearly 600 entrepreneurs. Premier Li Keqiang also took questions on international governance, global industrial chains, foreign trade and economic cooperation, etc.

Premier Li Keqiang stressed in his remarks that faced with global challenges, the international community needs to consolidate consensus, coordinate epidemic containment and economic growth, defeat the virus as soon as possible, and work for prosperity of the world economy. All sides need to jointly shoulder responsibilities, support multilateralism, uphold international order, and give hope and confidence to people across the world. All sides need to join hands in safeguarding trade and investment liberalization and facilitation and restoring global industrial and supply chains as soon as possible, so that the world economy will be vibrant again.

Premier Li Keqiang said that China can meet its major economic goals this year. He stressed the Chinese economy has deeply integrated into the world. No matter how the external environment changes, China will stay committed to deepening reform and opening-up. We will foster a new dual-cycle development architecture at home, with the domestic cycle as the mainstay and with domestic and international development reinforcing each other. It is not an isolated domestic cycle, but an open dual cycle conducive to both domestic and international development. China will further ease market access, ensure the legitimate rights and interests of foreign investors, and foster a business environment where domestic and foreign enterprises can compete fairly and be treated equally. While effectively containing the virus, China will launch more “fast lanes” for people-to-people exchange and “green lanes” for transportation of goods to facilitate cross-border business operations of companies.

NHK: US Under Secretary of State Keith Krach is going to visit Taiwan for commemorations of Lee Teng-hui and the US-Taiwan economic and commercial dialogue. Whats your comment?

Wang Wenbin: China firmly opposes any forms of official ties between the US and Taiwan. Our position is consistent and clear. The US insisting on Under Secretary of State Keith Krach’s visit to Taiwan severely violates the one-China principle and the three China-US joint communiqués, bolsters “Taiwan independence” separatists, and undermines China-US relations as well as peace and stability across the Taiwan Strait. China firmly opposes it and has lodged stern representations with the US side.

We urge the US to fully recognize the highly sensitive nature of the Taiwan question, strictly observe the one-China principle and the three China-US joint communiqués, immediately stop official exchange with Taiwan, make no attempts to change the nature of its relationship with Taiwan, and properly handle Taiwan-related matters. China will make necessary reaction in light of the development of the situation.

PTI: Following last weeks foreign ministers meeting between India and China and the five-point declaration, there supposed to be follow-up meetings between the military and diplomatic channels to work out a disengagement process. Can you give us a timeline as to when these particular meetings will take place?

Wang Wenbin: Like I said in my reply to Indian correspondents yesterday, the Chinese border troops have always strictly observed the relevant agreements between the two countries and are committed to safeguarding China’s territorial sovereignty and maintaining peace and stability in the border areas. What is pressing now is that the Indian side should immediately correct its mistake, disengage on the ground as soon as possible and take concrete actions to ease the tension and lower the temperature along the border.

AFP: The US Justice Department announced charges against five Chinese nationals who allegedly took part in global hacking operations. What is Chinas comment?

Wang Wenbin: The Chinese government is a staunch defender of cyber security and firmly opposes and fights all forms of cyber attacks and crimes in accordance with law.

In combating transnational cyber crimes, China has conducted fruitful cooperation with many countries through judicial assistance and other channels. Regrettably, the US has long taken the issue of cyber security as a tool for stigmatization, political manipulation and spreading of disinformation. We urge the US side to adopt an objective and rational attitude towards cyber security and work with others to jointly tackle the challenge of cyber attacks through dialogue and cooperation on the basis of mutual respect.

Reuters: Bytedance just announced that the relevant transaction of TikTok needs the approval of the Chinese and US governments. What is your comment?

Wang Wenbin: Recently, my colleagues and I have made clear our position on this issue on many occasions.

We urge the US side to respect the principles of market economy and fair competition, abide by international economic and trade rules, stop politicizing normal economic and trade cooperation, and provide an open, fair, just and non-discriminatory business environment for foreign companies operating in the US.

Shenzhen TV: China published and donated a new Global Land Cover Dataset to the United Nations for this year on September 15. What’s the special significance of this donation on top of the last one in 2014?

Wang Wenbin: Indeed, in 2014 China donated to the UN and shared with the world datasets of the Earth’s land cover with a high resolution of 30 meters (known as the GlobeLand30) for the year 2000 and 2010. It was the first hi-tech public good China provided to the UN, which produced effective benefits.

The version of the GlobeLand30 for the year 2020, published and donated by China, is another global public good for the UN at the 75th anniversary of its establishment. It is China’s concrete action to practice multilateralism and build a community with a shared future for mankind. Compared to the last two versions, this dataset has provided a high-resolution map of all of Antarctica for the first time, and it is also the first time that high-latitude regions of the Earth were covered by a high-resolution map, which means it covers the entire land area of the Earth. In addition, the sources of its data are more abundant and its accuracy has been improved compared to the previous ones. The three versions of the GlobeLand30 became “snapshots” of the Earth’s surface in this century, taken once every ten years. They vividly demonstrate the general changes in global land use and natural views in the past two decades, which is important to in-depth research on global changes, implementation of the 2030 Agenda for Sustainable Development, improvement of global governance system, and response to global challenges in resources and ecological environment.

Under the UN framework, China will continue strengthening exchange and cooperation with others. In particular, we will support and help other developing countries to the best of our ability, so as to contribute to the fulfillment of the UN 2030 Agenda for Sustainable Development and the building of a community with a shared future for mankind.

Bloomberg: A group of lawmakers of Japans ruling Liberal Democratic Party will call on the government to further increase control over the Diaoyu Island, as reported by NHK. How would China like to see the new Suga administration address the issue of the Diaoyu Island?

Wang Wenbin: The Diaoyu Island and its affiliated islands are China’s inherent territory. We urge the Japanese side to act in accordance with the four-point principled consensus and work with China to safeguard the overall improvement and development of China-Japan relations with concrete actions.

Bloggers meet and greet to raise awareness about LSBE

Civil  society organization Idara-e-Taleem-o-Aagahi (ITA) hosted a meet and greet session at Faletti’s Hotel, Lahore where bloggers, influencers, vloggers, journalists and other social media celebrities were invited to promote a public discourse on the less discussed topic of Life Skilled Based Education (LSBE).

LSBE has become an important subject for children and youth as schools remained closed for the most part of the year due to Covid-19 pandemic. In these challenging times where cases of child abuse, gender-based violence, exploitation and bullying are on the rise, it has become more important than ever for individuals to have a sound knowledge of self-protection and their rights. ITA’s Utho Bolo project is working to enhance the knowledge of youth about these important subjects. 

The meet and greet was held as part of the project’s social media campaign which taps into different media channels to engage and motivate young people to advocate for LSBE. The event saw a small presentation on the importance of LSBE, followed by an open house discussion on the topic. The participants shared their experiences and helped promote the cause through pictures, shout-outs and by posting related content on social media. The participants also agreed for a need for increased awareness about these subjects. 

Bloggers meet and greet to raise awareness about LSBE

This is especially important when Pakistan is going through a period of demographic dividend and currently has the largest cohort of young population in its history. According to a recent report by UN, Pakistan has 68 per cent of total population under the age of 30 with 27 per cent of the population between 15-29 years of age and around 32 per cent between 10-15 years. Adolescents and youth lack the necessary information, knowledge and understanding about gender equality, self-protection and the importance of LSBE. The meet and greet was thus aimed at engaging youth to build their knowledge, capacity, and leadership skills besides spreading awareness about life skills based education and inclusion of life skills in curriculum and books.

ITA is implementing the Utho Bolo project that takes young people (aged 10-24) on a journey of self-discovery, transforming them into confident individuals. It uses the holistic approach of positive youth development, and contains activities to build young people’s social and emotional competences. The Utho Bolo Alliance is running a media campaign to sustain these efforts post-2020 by engaging key stakeholders, including policy makers, civil society members, social media influencers, media representatives, community influencers, teachers, government officials and young people through different proposed initiatives.

PTCL successfully concludes Justuju Internship Program 2020

Islamabad :Pakistan Telecommunication Company Limited (PTCL) successfully concludes Justuju, an exclusive internship program for Persons with Disabilities (PWDs).

The six weeks internship included a structured professional development plan for 20 interns based in Islamabad, Lahore and Karachi. The selected cohort of interns came from a varied background of education and required accommodation for either hearing/speech impairment, visual impairment or restricted mobility. 

The program was conducted via PTCL mentors who assisted the interns against a weekly scorecard on time management, official communication, task delivery, organizational/functional knowledge and Microsoft Teams. Sessions were facilitated by Sign Language Interpreters courtesy of DeafTawk. The program further included webinars on overcoming adversity and customized feedback sessions. The aim was to equip these young graduates with professional skills necessary to kick-start their career in the corporate world.

Speaking about the internship program, Syed Mazhar Hussain, Group Chief Human Resource Officer, PTCL & Ufone, said, “With the Justuju program, PTCL endeavors to enable PWDs in honing their skills so that they can be well-equipped for today’s competitive working environment. We encourage them to use their unique approach and critical thinking for problem solving and decision making. PTCL being a national company endorses and practices inclusivity where all individuals can contribute to business growth and the country’s economy.”

The program was largely conducted on digital platforms. However, the interns got an opportunity to visit PTCL offices and experience the corporate working culture in person during the last few weeks.

Our agricultural cooperation bourgeoned as H.E. Mr. Yao Jing personally visited the Minister and the Secretary of the NFSR recurrently after assuming his office. He made himself always available for a meeting on a very short notice. It was possible through his efforts that the two sides concluded an MOU on Agricultural Cooperation between the MoNFSR (Pakistan) and MARA (China) during the visit of the Prime Minister of Pakistan to Beijing in November 2018. This MOU provided a new impetus to agricultural cooperation and paved the way for signing of a Framework Agreement on Agricultural Cooperation during the visit of the Chinese Vice President to Pakistan in May 2019. The Framework Agreement enabled agricultural cooperation to take full benefit of the CPEC, various zones under CPEC and the financing available under the CPEC.The ambassador induced his side for a working level meeting between the two sides to kick start process for the JWG. Accordingly, a working level delegation of Pakistan led by Senior Joint Secretary (MoNFSR) visited Ministry of Agriculture & Rural Affairs (China) in July 2019.First China – Pakistan Agricultural Cooperation was held on 30th October, 2019 at Serena Hotel, Islamabad. The forum provided a platform for B-2-B interaction with participation of leading business enterprises from both sides and conclusion of private sector related MOUs i.e. MOUs between CMEC (China) and Fatima Group (Pakistan).First meeting of China – Pakistan JWG on Agricultural Cooperation was held on November 01, 2020 at Islamabad. Following to the first JWG meeting, H.E. Mr. Yao Jing persuaded his Government to appoint an Agricultural Diplomat/Counselor who can facilitate coordination for early harvest projects as well as long term cooperation projects. Subsequently, Chinese Government appointed Dr. Gu Wenliang as their first ever Agricultural Counselor/Second Secretary for a period of three years at Chinese Embassy, Islamabad.MoNFSR prepared and shared the draft Plan of Action on Agricultural Cooperation. Chinese Embassy is continuously following up this with their Authorities for its early finalization.The ambassador and Dr. Gu Wenliang followed up with their side for the visit of the Chinese Quarantine inspectors to meat processing units and to grant market access to Pakistani cherry, potato and onion.

Yao Jing pushed Chinese authorities to dispatch a delegation of experts on locust to visit Pakistan in February, 2020 on the expense of Chinese Government to provide technical assistance to Pakistan for controlling locust.He facilitated Pakistan by provision of free of cost assistance around USD 4.94 million in the shape of 300,000 liters of malathion pesticide and 50 sprayer equipment with free of cost online trainings. The equipments were also provided in three batches to Pakistani by air and sea at the arrangement of Chinese side.

He persuaded with his government for provision of medical equipment to Pakistan including 30,000 masks, 1000 protective goggles, long shoes and 1000 protective suits for continuity of the field operation against locust by our locust control teams during COVID-19.

He sent gift of 18,000 masks from his Embassy’s own share for utilization in the MoNFSR as a protective gear against COVID-19.An MOU for establishment of Plant Disease Control Centre was signed during the visit of the President of Pakistan to China in March, 2020. Under this MOU, a Centre for Plant Disease Control will be established at DPP (Karachi) with the assistance of the Chinese Government.At the height of COVID-19 plague, H.E. Mr. Yao Jing through Dr. Gu Wenliang remained continuously in touch with MoNFSR.Chinese side has handed over 12 drones to our Mission in Beijing worth USD 0.168 million as a donation for locust control activities in Pakistan. NDMA is making arrangement for transport of these drones from Beijing to Pakistan with the help of Pakistan’s Mission in China.Yao Jing through his personal efforts convinced China National Petroleum Corporation (CNPC) for financial assistance equivalent to USD 100,000 to MoNFSR to supplement efforts of the GoP for controlling locust.

Computerized Balloting for Selection of Audit Cases for Tax Year 2018 Held

Ceremony for Parametric computer balloting as per the Audit Policy, 2019 for selection of cases for audit for Tax Year 2018 in respect of persons or classes of persons falling under all or any of the three domestic Federal Tax Statutes i.e. Income Tax Ordinance 2001, Sales Tax Act 1990, and Federal Excise Act 2005 was held at Federal Board of Revenue, Headquarter, Islamabad. On this occasion, Advisor to the Prime Minister on Finance & Revenue, Dr. Abdul Hafeez Shaikh, representatives of Federation of Pakistan Chambers of Commerce & Industry (FPCCI), Institute of Chartered Accountants of Pakistan (ICAP), Pakistan Tax Bar Association (PTBA), Islamabad Chamber of Commerce & Industry, Islamabad Women Chamber of Commerce & Industry, Rawalpindi Chamber of Commerce & Industry, All Pakistan Tax Advisors Association and FBR’s Officers were present.

The criteria for selection of cases (for all taxes) for Tax Year 2018 is risk based and parametric. Cases have been selected on scientific approach for which a software has been designed and put in place named as “Risk Based Audit Management System” (RAMS). This software empowers Federal Board of Revenue to focus on non compliant taxpayers and thus facilitate compliant taxpayers helping build confidence of taxpayers in the Audit system.
Chairman FBR Muhammad Javed Ghani said that FBR is working on the principles of transparency, simplicity and predictability and informed that certain categories of the taxpayers are excluded from selection i.e. those picked up for investigations by FBR Intelligence & Investigations Wing, all cases where income chargeable to tax under the head salary and /or pension exceeds 50% of taxable income, except cases having business income. Directors of companies do not qualify for this exclusion. All cases where entire income is covered under Final Tax Regime (FTR), all cases where declaration has been made under the Voluntary Declaration of Domestic Assets Act, 2018, all cases where declaration has been made under the Asset Declaration Ordinance, 2019 and Federal, Provincial and Local Government Departments, have also been excluded.
The Advisor to the Prime Minister on Finance and Revenue, Dr. Abdul Hafeez Shaikh in his address to the participants of ceremony said that the selection of audit cases would be computerized and on risk basis. The advisor also explain that minimum number of cases are being selected for audit by focusing on only high-risk Income tax, Sales tax and FED cases so that audit cases should be completed appropriately and within time. This will also help in reducing the complaints of taxpayers about harassment and corruption. In addition to this, the exclusions in Audit Policy will minimize the undue hardships faced by taxpayers.
Dr. Abdul Hafeez Shaikh also hoped that FBR will continue to improve its standards by providing services to both the government departments and the taxpayers. Against this backdrop, FBR has published Annual Tax Directories 2018 which contains the tax details of common taxpayers and members of the Senate of Pakistan, National as well as Provincial Assemblies so that people of Pakistan can access information.
He further added that this time no new tax has been imposed under current Budget to provide relief. The Advisor assured the business community of his full support and expressed hope that the future is more promising for Pakistan’s Business sector. For this, government has also provided subsidies to Export Sector. FBR has taken initiative to sanction more sales Tax refunds this year than in previous year. For this, FBR has introduced the online FASTER system so that refund claims are processed without involvement of tax officials. In order to further build up the taxpayers confidence, two committees are constituted for redressal of complaints against FBR comprising of Business Committee including representatives of FBR and Business individuals and Technical Committee for complaints about refund matters that would also include representatives from private sector.
In order to carry out parametric computer balloting, Mr. Abdul Hafeez Sheikh, Advisor to the Prime Minister on Finance and Revenue, initiated the ballot process by pressing the computer button for Income Tax Cases, Muhammad Javed Ghani Chairman FBR pressed button for Sales Tax and Mr. Aftab Hussain Nagra, President Pakistan Tax Bar Association pressed the button for Federal Excise Duty, Resultantly, the cases were selected for audit for Tax Year 2018. The number of cases selected for audit in a totally transparent manner in respect of different categories are detailed as under:
i. Income Tax (Corporate/Non-Corporate) – 10,441
ii. Sales Tax (Corporate/Non-Corporate)- 2,065
iii. Federal Excise Duty(Corporate/Non-Corporate)- 27
Total – 12,553
Keeping in view the facilitation of taxpayers, this year lesser number of cases have been picked up when compared with previous years. National Tax Numbers/ CNIC’s of cases selected for audit have been displayed on the official website of FBR. The Audit Policy, 2019 pertaining to Tax Year 2018 has also been placed on the website of FBR which can be accessed at https://www.fbr.gov.pk/taxpayers-audit/131228. Moreover, Mrs. Farida Rashid, President, Islamabad Women Chamber of Commerce & Industry and Mian Abdul Ghaffar, President, All Pakistan Tax Advisors Association pressed the button to launch the Tax Directory 2018 for Parliamentarians and Mr. Saboor Malik, President, Rawalpindi Chamber of Commerce & Industry and Mr. Khalillulah Shaikh, President, Institute of Chartered Accountants of Pakistan (ICAP), pressed the button to launch the Tax Directory 2018 for information of general public which can be accessed at https://www.fbr.gov.pk/tax-directory-for-tax-year-2018/152468. On this occasion, Mirza Abdul Rehman, Chief Coordinator, Federation of Pakistan Chambers of Commerce & Industry (FPCCI) expressed his pleasure that their demands are fulfilled for launching of Risk based Audit Management System (RAMS) and payment of long outstanding refunds of business community.

PDF, PCFA initiate plantation drive in COMSATS University

PESHAWAR –  Following the moto of green and clean Pakistan, the Pakistan Development Foundation (PDF) and Pakistan China Friendship Association Khyber Chapter (PCFA) planted plants under the banner of their ongoing joint project Pak China Friendship Tree Plantation Campaign 2020 at COMSATS University, Abbottabad the other day. The project aims at planting 20,000 trees in Khyber Pakhtunkhwa province. The Chairman of the PDF, Muhammad Bilal Sethi and Secretary General of PCFA, Syed Ali Nawaz Gilani planted honorary saplings that symbolically initiated the plantation campaign on campus. On this occasion, senior faculty members of COMSATS University and President of Transgender Development Association, Shah Faisal Khan Sudam were in attendance.

The Secretary General of the PCFA, Syed Ali Nawaz Gilani and expert of Pak China diplomatic matters while addressing the ceremony remarked that students can play a role of paramount importance in tree plantation campaign. He said that the youth should voluntarily plant trees as one tree contributes in many ways. Chairman of the PDF, Muhammad Bilal Sethi said that in order to curb global warming, we have to plant trees which inevitable for this. While condemning deforestation, he said that it adversely impacted our environment and the only way to undo this damage is planting trees everywhere.
