Federal Minister for Energy Mr. Omar Ayub Khan was apprised by the Managing Director of the National Energy Efficiency and Conservation (NEECA) on the mandate of NEECA to conduct energy audits of Gas-based Captive Power Plants (CPPs) in light of the CCoE decision. MD NEECA presented the major findings of the baseline assessment of 1141 gas based captive power plants. The analysis based on GIS mapping of the active CPPs presented coupled with different industrial setups like food processing, cement, chemicals, pulp and paper, glass and textile and several others with spatial distribution at district level. It was informed that Strategic & Technical Working Groups were constituted with members from SNGPL, SSGC and NEECA. Further, a three members Consultant Selection Committee (CSC) was constituted to evaluate the proposals submitted in response to the RFP advertisement. MD NEECA informed that NEECA was able to secure technical assistance from donor and technical consultants shall be taken on board for conduct of energy audits of captive power plants along with auditing/engineering firms.
Federal Minister appreciated the evidence based approach adopted by NEECA to execute the Energy Audits of Captive Power Plants and showed satisfaction with the progress made so far. The Federal Minister was apprised about the challenges faced by NEECA with regard to monetary compensation for Energy Audit Firms and proposed mechanism to address these challenges. Federal Minister agreed with this proposal and advised MD NEECA to launch the programme as soon as possible and publish a press release to notify all the stakeholders.
The discussion remained focused on the overall gas saving potential through these measures. The demand for gas and electricity for these sectors in winter season was also deliberated. The significance of these energy efficiency interventions and its impacts on energy sector were appreciated.
