Abs, Haradh, Midi and Hayran districts are located in the northwest of Hajjah governorate, along the borders between Yemen and Saudi Arabia, and these districts had been witnessed violent confrontations which took place throughout the year of 2017 due to Al Houthi militias invasion until they were liberated by the government forces. Later, these districts received thousands of IDPs fled conflict areas with an estimated of more than 5000 five thousand IDP
HHs, besides 800 eight hundred returnees who returned to their areas after a previous period of displacement. The number of displaced individuals and returnees is estimated to be (44,000) individuals distributed among (67) gatherings and camps in Hajjah gov. And, these IDPs live in extremely difficult humanitarian conditions, and they are in need to all kinds of humanitarian assistance due to the blockade imposed by Al Houthi militia. IDPs and returnees
in these areas have suffered greatly as the Houthis prevent them from moving and transferring to any other place, and prevent the arrival of humanitarian assistance and organizations to them. Saudi border areas with Yemen are considered to be the only outlet for
the displaced and their children to get some of their needs. In addition, the human suffering of the displaced in these districts has been increased as their camps and gatherings were subjected to shelling and drones which lead to the demolition of many houses of the
displaced and a state of terror and fear among children, women and the elderly.
The most prominent events:
On Monday, March 22, 2021, the sites of Al Deer, Al Shabakia, and Al Moghtarbeen in which 490 IDP HHs live were subjected to artillery and mortar shells. Three shells fell on the Al Deer site as well as a bomb on Al Shabakia and a bomb on Al Moghtarbeen which led to the
destruction of a house for an IDP and spreading panic, terror and fear among the displaced, especially children and women.
Recommendations:
– Executive Unit for IDP Camps Management in Hajjah Governorate calls on the United Nations and human rights and humanitarian organizations to condemn this act that is criminalized by
international humanitarian law and human rights law.
– Executive Unit in Hajjah Governorate appeals to the United Nations and the international community to take practical actions that oblige the Houthi militia and prevent it from targeting the IDPs’ gatherings and camps
– Executive Unit in Hajjah Governorate appeals to the United Nations and all humanitarian and human rights organizations to urgently intervene to provide protection and basic needs for the IDPs and those affected by the targeting of Al Houthi militia Issued by the executive unit for IDPs camps management in Hajjah governorate
