Baku: The Constitutional Court of the Republic of Azerbaijan has addressed an appeal to the bodies of constitutional justice of all countries of the world.

The appeal reads: “The Armed Forces of the Republic of Azerbaijan conduct military operations in Azerbaijan in order to ensure the restoration of the territorial integrity of our country within the internationally recognized state borders, the liberation of Armenian-occupied Nagorno-Karabakh and seven surrounding regions.
As a result of successful operations of the Azerbaijani Army, a number of cities and settlements have been liberated in recent weeks. Military operations are conducted in full compliance with the requirements of international humanitarian law. All kinds of assistance are provided to the local population of the liberated areas. The Azerbaijani Armed Forces treat captured Armenian soldiers in accordance with the norms and additional protocols of the Geneva Conventions.
Realizing the defeat of the Armenian armed forces in the occupied territories of Azerbaijan, the Armenian military-political leadership decided to strike at Azerbaijani cities located 60-100 kilometers from the war zone in order to expand the geography of the conflict. Over the past few days, civilian objects and residential buildings in Ganja, Mingachevir, Tartar, Barda, Agjabadi and other cities and regions of Azerbaijan have come under rocket fire from Armenia.
The aggression of the Armenian side resulted in the death of many civilians. From September 27 to October 17, 60 civilians were killed and 271 were injured. Among the dead and wounded are women, children and the elderly. Civilian infrastructure was severely damaged.
These attacks are another manifestation of the Armenian government’s policy of terror and fascism against the civilian population. The international community must determine the international legal responsibility of the Armenian leadership for the crimes committed against the civilian population of Azerbaijan and take measures.
We call on all the constitutional review bodies of the world, as well as all international organizations to condemn the war crimes of the military-political leadership of Armenia. Information about these crimes against humanity must be brought to the attention of the world community.
