Baku: The intentional killing of civilians in gross violation of the norms and principles of international law, including international humanitarian law, as well as the humanitarian ceasefire adopted in Moscow on 10 October, is a crime of war and a crime against humanity. The military-political leadership of Armenia is fully responsible for these crimes.
These views are expressed by the political parties operating in Azerbaijan to the UN, permanent members of the UN Security Council, the Non-Aligned Movement, NATO, the OSCE, the European Union, the Council of Europe, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the OSCE. The appeal was addressed to the Minsk Group co-chairs, 30 international and regional organizations in connection with the next terrorist attack committed by Armenia in Ganja on October 17.
The appeal notes that Armenia’s serious armament over the past 30 years poses a serious threat to regional and international security. It is noted that four resolutions of the UN Security Council demanding the complete and unconditional withdrawal of the Armenian armed forces from the occupied territories of Azerbaijan have remained on paper for 27 years. It is said that Armenia, which does not comply with the terms of this resolution, pursues a militaristic policy and seeks to occupy new territories of Azerbaijan, grossly violates the ceasefire agreement and attacks the civilian population. On September 27 this year, the Armenian army launched large-scale military operations against Azerbaijan in occupied Nagorno-Karabakh. Azerbaijan’s major cities and civilian industrial facilities have come under rocket fire.
From September 27 to October 17, the Armenian armed forces committed war crimes against the civilian population by regularly firing rockets at the cities of Ganja and Mingachevir and other settlements outside the war zones. On October 10, the Armenian armed forces, violating the Russian-brokered ceasefire agreement, repeatedly bombed Ganja, Azerbaijan’s second largest city, with Elbrus ballistic missiles. As a result of another brutal attack on Ganja on the night of October 17, 13 civilians, including two children, were killed and more than 45 were seriously injured. These atrocities against civilians are war crimes and should be given an international legal assessment.
Political parties, which strongly condemn the terrorist act committed by Armenia against the civilian population, demand the punishment of the terrorist state. They express their strong support for the policy pursued by the President of Azerbaijan, Supreme Commander-in-Chief Ilham Aliyev in the Great Patriotic War.
The appeal states that the deliberate killing of civilians is a war crime and a crime against humanity. All the responsibility for these crimes lies with the military-political leadership of Armenia.
Political parties call on the international community to turn a blind eye to Armenia’s inhumane attacks on the Azerbaijani people and demand that countries selling arms to Armenia immediately stop selling weapons to avoid crimes against women, children and infants as a result of the bombing of Azerbaijani cities and regions. The military-political leadership of Armenia, which has turned terrorism into a state policy, must be brought to justice for its crimes.
The appeal was signed by 50 political parties operating in Azerbaijan
