\u00a0<\/b><\/strong>Introduction<\/b><\/strong><\/span><\/p>\n

The next session of the Halk Maslahaty (People\u2019s Council) of Turkmenistan is scheduled to take place on September 23, 2026 in Ashgabat. The important national forum is expected to address key issues concerning the country\u2019s further development and its future priorities.<\/p>\n

Ahead of the session, we met with the Ambassador of Turkmenistan to Pakistan in Islamabad Atadjan Movlamov to discuss the role and significance of the Halk Maslahaty, as well as the key issues expected to be addressed at the upcoming session. We also asked him about Turkmenistan\u2019s development priorities and the importance of the People\u2019s Council in the country\u2019s political and social life.<\/p>\n

\"\"Question 1: Excellency, could you please explain who the members of the Halk Maslahaty are and how its composition reflects the diversity of Turkmen society?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty of Turkmenistan is the highest representative body of people’s power; in our neutral state, it has become a noble tradition to consult with the people – to regularly hold Halk Maslahaty.<\/p>\n

The composition of the Halk Maslahaty reflects the broad structure of our state and society. It brings together representatives of the highest state institutions, regional and local authorities, political parties, trade unions, public associations and the wider public.<\/p>\n

It includes the President, the Chairperson of the Mejlis (Parliament), members of the Cabinet of Ministers, deputies of the Mejlis, as well as representatives of the judiciary, law-enforcement and human rights institutions. Governors, heads of people’s councils and mayors represent the regions, districts, cities and towns of the country.<\/p>\n

At the same time, political parties, trade unions, other public associations and representatives of the public, including respected elders proposed by the people’s councils of the provinces and Ashgabat, are also represented.<\/p>\n

Thus, the Halk Maslahaty brings together national and local levels, state institutions and society, as well as representatives of different regions and communities, embodying the traditional principle of consultation and collective wisdom.<\/p>\n

Question 2: Excellency, what are the main objectives and tasks of the Halk Maslahaty?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty of Turkmenistan was established to expand the nationwide movement to further strengthen Turkmenistan’s achievements during the years of independence, elevate the country to a higher level of development, achieve new milestones in the socio-political, socio-economic, cultural, humanitarian, and legislative spheres, and promote the successes achieved in our modern history.<\/p>\n

\"\"The main objectives of the Halk Maslahaty are to consider matters of national importance, review the achievements and progress of the country, and discuss important tasks arising from the demands of the times.<\/p>\n

In this regard, the Halk Maslahaty contributes to identifying priorities and ensuring that the country\u2019s development continues in accordance with national programs and long-term development objectives.<\/p>\n

Question 3: Could you share your views on the role of the Halk Maslahaty in the development of Turkmenistan\u2019s political system?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty occupies an important place in the political and constitutional system of Turkmenistan. It provides an institutional framework for discussing matters of national importance and considering the country\u2019s achievements, priorities and future tasks.<\/p>\n

At the same time, it reflects the continuity of our national traditions within a modern institutional framework. In this sense, the Halk Maslahaty demonstrates how the historical principles of consultation and collective wisdom can contribute to the continued development of modern Turkmen statehood.<\/p>\n

Question 4: So, Excellency, could you please tell us more about the historical significance of the Halk Maslahaty of Turkmenistan?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>Certainly. The Halk Maslahaty has deep historical significance, reflecting the longstanding Turkmen tradition of consultation and collective deliberation. From ancient times, matters of importance to the people were discussed collectively, with particular respect given to the wisdom and counsel of respected elders.<\/p>\n

As the National Leader of the Turkmen people Gurbanguly Berdimuhamedov stated at the recently held meeting of the Presidium of Halk Maslahaty, to ensure long-term progress, the upcoming session of Halk Maslahaty should consider needs to develop new constructive proposals for continuing the policy of transformations in all spheres of the country\u2019s life.<\/p>\n

It is precisely this tradition of collectively considering and making decisions on matters of national and state importance that constitutes the historical significance of the Halk Maslahaty. In modern Turkmenistan, this historic tradition has been preserved and given an institutional and constitutional form.<\/p>\n

In this sense, the Halk Maslahaty represents a bridge between the rich historical heritage of the Turkmen people and the statehood of Independent and Permanently Neutral Turkmenistan.<\/p>\n

Question 5: What is the political and social significance of the upcoming Halk Maslahaty?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The political and social significance of the upcoming session of the Halk Maslahaty was underscored by the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, in his address to the Presidium of the Halk Maslahaty in July this year.<\/p>\n

He emphasized that particular attention will be devoted to Turkmenistan\u2019s socio-economic development, maintaining economic stability, strengthening key industries, investing in new production facilities, and further improving the living standards and well-being of the population.<\/p>\n

As he noted, the key priorities at the current stage include ensuring the effective implementation of state programs for socio-economic development, while continuing the process of democratization and strengthening the foundations of a modern, prosperous society.<\/p>\n

Question 6: Could you please explain how the Halk Maslahaty contributes to strengthening national unity and fostering a shared sense of responsibility for the country\u2019s development?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty plays an important role in strengthening national unity by bringing together representatives of different segments of society around common national goals, priorities, and aspirations. Through dialogue, consultation, and collective consideration of matters of national importance, it promotes mutual understanding, strengthens social cohesion, and helps foster a shared vision for the country\u2019s future.<\/p>\n

At the same time, this consultative approach encourages a strong sense of collective responsibility for the continued development of our independent and permanently Neutral Fatherland, as well as for safeguarding its peace, stability, and prosperity.<\/p>\n

Against this backdrop, the upcoming session of the Halk Maslahaty is expected to serve as an important platform for further strengthening social harmony, national solidarity, and mutual understanding, while reinforcing the shared commitment of the people of Turkmenistan to the country\u2019s continued progress, well-being, and prosperity.<\/p>\n

Question 7: Your Excellency, how would you describe the role of the Halk Maslahaty in ensuring continuity between generations?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty is an important symbol of continuity and intergenerational dialogue in Turkmenistan. It brings together the wisdom, experience, and traditions of previous generations with the aspirations, priorities, and challenges of contemporary society.<\/p>\n

The participation of a broad range of representatives from the public, private, and socioeconomic sectors \u2014 including respected elders and young people \u2014 reflects this important connection between generations. Their interaction creates an opportunity to share experience, knowledge, and perspectives.<\/p>\n

In this way, the Halk Maslahaty not only helps preserve our national values, customs, and traditions, but also contributes to passing this rich heritage on to younger generations and ensuring its continued relevance in the future.<\/p>\n

Question 8: How does the Halk Maslahaty encourage public participation in the country’s development?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>The Halk Maslahaty provides an important framework for the participation of representatives of society in considering matters of national importance. It brings together different perspectives, experience and proposals concerning the country\u2019s development.<\/p>\n

Through this consultative approach, people are encouraged to feel a shared responsibility for national progress. It also helps ensure that development priorities are considered in accordance with the common interests and well-being of the people.<\/p>\n

Question 9: Your Excellency, how would you characterize the Halk Maslahaty in the context of modern Turkmen statehood?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>I would characterize the Halk Maslahaty as an important institution of modern Turkmen statehood and, at the same time, a reflection of our historical national traditions.<\/p>\n

It harmoniously combines the traditional principle of consultation with the requirements of contemporary governance. Its significance extends beyond the consideration of individual issues: it reflects a broader national philosophy based on consultation, collective wisdom, unity and responsibility for the future of the country.<\/p>\n

Question 10: This year, Turkmenistan proudly celebrates the 35th anniversary of its Independence. How would you assess the significance of the upcoming session of the Halk Maslahaty in the context of this historic jubilee?<\/b><\/strong><\/span><\/p>\n

Answer:<\/b><\/strong>This year marks the 35th anniversary of the Independence of Turkmenistan\u2014a truly historic milestone in the life of our nation and state. This important jubilee is being celebrated under the motto \u201cYear of Independent, Permanently Neutral Turkmenistan \u2013 Homeland of Purposeful Heavenly Horses,\u201d which reflects the country\u2019s enduring national values, rich cultural heritage, and commitment to peace and progress.<\/p>\n

\"\"The year\u2019s celebrations are also being marked by significant international cultural initiatives. Among them, at the initiative of Turkmenistan, the First Ahal-Teke Horse World Championship was held in the Netherlands from September 4 to 6, further highlighting the unique heritage and international recognition of the Ahal-Teke horse.<\/p>\n

\"\"Under the wise leadership of the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, and the President of Turkmenistan, Serdar Berdimuhamedov, Turkmenistan has been steadily advancing along the path of peace, stability, prosperity, and sustainable development.<\/p>\n

In this context, the upcoming session of the Halk Maslahaty carries particular significance. It provides an important opportunity to reflect on the achievements and major milestones of the past 35 years of independence, to assess the progress made, and to consider the priorities and important tasks that lie ahead.<\/p>\n

The session will therefore be both an opportunity to look back with pride on the achievements of the past 35 years and to look forward with confidence and optimism to the future<\/b><\/strong>.<\/p>\n
