Under the pact, an armed attack against any one of the three states will be regarded as an attack against them all, placing the agreement in the same category as mutual defence commitments seen in formal military alliances elsewhere in the world.<\/p>\n<p>The signing ceremony took place at Al-Safa Palace in the holy city of Makkah during the Makkah Al-Mukarramah Summit for Joint Defence, held at the invitation of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud. The agreement was signed by Saudi Crown Prince and Prime Minister Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistan&#8217;s Prime Minister Muhammad Shehbaz Sharif, who had travelled to the Kingdom accompanied by Chief of Army Staff Field Marshal Syed Asim Munir. The three leaders were joined by their respective ministers of foreign affairs and defence during the proceedings.<\/p>\n<p><strong><b>A Pact Rooted in Shared History<\/b><\/strong><\/p>\n<p>According to a joint statement issued by Pakistan&#8217;s Foreign Office and echoed by Saudi state media, the agreement is &#8220;guided by the longstanding historical ties among the three states, based on the enduring bonds of brotherhood and Islamic solidarity that unite them, and building upon their shared strategic interests and longstanding defence cooperation.&#8221; The statement emphasized that the pact reflects the three countries&#8217; &#8220;shared commitment to further strengthening their collective security and to promoting peace, security, and stability in the region and beyond, in pursuit of a secure and prosperous future.&#8221;<\/p>\n<p>Beyond the core deterrence clause, the agreement also provides for the enhancement of all aspects of defence cooperation among the signatories, opening the door to deeper collaboration in areas such as joint military training, defence-industrial partnerships, technology transfer, procurement, and interoperability between the armed forces of the three nations.<\/p>\n<p><strong><b>Context: A Region Under Strain<\/b><\/strong><\/p>\n<p>The timing of the agreement is significant. It comes amid a period of heightened turbulence in the Middle East, driven by the continuing fallout of the United States and Israel&#8217;s war on Iran, as well as prolonged instability linked to the Gaza conflict, which has entered its third year since the October 2023 Hamas attack on Israel. Saudi Arabia, a critical global oil exporter with ambitious economic diversification plans under Vision 2030, has faced periodic attacks from Yemen&#8217;s Houthi movement and Iran-aligned militias, raising fresh questions in Riyadh about the durability of its long-standing security relationship with Washington.<\/p>\n<p>Turkiye, which holds NATO&#8217;s second-largest military, and Pakistan, the only nuclear-armed country in the Muslim world, have not been directly targeted by the recent escalation, but both governments have expressed growing anxiety over the risk of the conflict spilling into wider regional confrontation. Pakistan, in particular, has positioned itself as a mediator in de-escalation efforts between the United States and Iran in recent months, a role that adds diplomatic weight to Islamabad&#8217;s participation in the new pact.<\/p>\n<p>Negotiations on the trilateral framework are understood to have been under discussion for close to a year, with talks gaining momentum as tensions in the region intensified. The choice of Makkah as the signing location \u2014 Islam&#8217;s holiest site \u2014 was widely seen as deliberate, lending symbolic and religious weight to what is fundamentally a hard security arrangement.<\/p>\n<p><strong><b>Building on Existing Bilateral Ties<\/b><\/strong><\/p>\n<p>The Makkah agreement does not emerge in isolation. It builds directly upon the Strategic Mutual Defence Agreement signed between Pakistan and Saudi Arabia in September last year, under which both countries pledged to treat an attack on either nation as an act of aggression against both. That earlier accord, signed in Riyadh by Crown Prince Mohammed bin Salman and Prime Minister Shehbaz Sharif, was described at the time as a &#8220;watershed&#8221; moment in Pakistan-Saudi relations, elevating a decades-old friendship into a formal defence partnership. Since then, Pakistan has deployed military personnel and aircraft to the Kingdom to support joint training exercises and bolster Saudi Arabia&#8217;s security requirements.<\/p>\n<p>Pakistan&#8217;s defence relationship with Turkiye similarly has deep roots, with the two countries having exchanged warships, training aircraft, and technical expertise over the years. Ankara and Islamabad have also expanded cooperation in defence manufacturing, an area experts believe could see further growth under the new trilateral framework.<\/p>\n<p><strong><b>A Formidable Trilateral Bloc<\/b><\/strong><\/p>\n<p>Analysts note that the agreement brings together three states with distinct but complementary strategic assets: Saudi Arabia&#8217;s vast oil wealth and regional financial influence, Turkiye&#8217;s substantial conventional military capability as a NATO member, and Pakistan&#8217;s nuclear deterrent and battle-tested armed forces. Taken together, the alliance forms what regional security researchers describe as a potentially formidable bloc capable of reshaping the balance of power across the Middle East and South Asia.<\/p>\n<p>One Middle East security researcher, commenting on the pact, noted that it &#8220;creates significant opportunities to deepen its defence-industrial footprint through joint production, technology partnerships, procurement and greater military interoperability&#8221; \u2014 suggesting the agreement&#8217;s implications may extend well beyond immediate deterrence into long-term industrial and economic cooperation among the three militaries.<\/p>\n<p><strong><b>Reactions and Broader Significance<\/b><\/strong><\/p>\n<p>The agreement has drawn swift reaction across the Muslim world. In Pakistan, prominent religious scholar Mufti Muhammad Taqi Usmani welcomed the pact, calling it a source of joy and satisfaction for the wider Muslim Ummah and describing the choice of Makkah as the signing venue as particularly blessed. Political and diplomatic observers in Islamabad, Riyadh and Ankara have similarly framed the agreement as a milestone reflecting deepening Islamic solidarity at a moment of acute regional uncertainty.<\/p>\n<p>For Pakistan, the agreement further cements its emerging role as a trusted security partner for Gulf states while reinforcing its strategic relevance to Turkiye&#8217;s expanding regional ambitions. For Saudi Arabia, the pact offers a hedge against uncertainty over the reliability of its traditional Western security guarantees.
