It assesses the performance of Pakistan&#8217;s Flood Early Warning System across the entire warning chain from risk knowledge and monitoring to forecasting, communication, and community-level early action. The assessment was developed through an extensive consultative process involving federal and provincial institutions, disaster management authorities, technical agencies, academia, development partners, and flood-affected communities across Pakistan.<\/p>\n<p style=\"font-weight: 400;\">The findings acknowledge Pakistan&#8217;s significant progress in strengthening technical forecasting capacities and institutional frameworks. However, the assessment concludes that the most critical challenge remains translating forecasts into timely and effective action at the community level. The report identifies persistent gaps in last-mile warning dissemination, localized and impact-based communication, inter-agency coordination, data integration, and preparedness systems, particularly in remote and high-risk areas.<\/p>\n<p style=\"font-weight: 400;\">To address these challenges, the report presents a set of strategic and actionable recommendations. These include strengthening last-mile warning delivery through resilient, multi-channel communication systems that remain functional during power and telecommunications outages; standardizing localized, impact-based warning messages linked to clear early actions; enhancing institutional coordination through time-bound Standard Operating Procedures (SOPs); improving data interoperability across agencies; strengthening monitoring for flash floods, Glacial Lake Outburst Floods (GLOFs), and urban flooding; and institutionalizing community participation through volunteers, teachers, local leaders, and civil society organizations.<\/p>\n<p style=\"font-weight: 400;\">The report also proposes a phased implementation roadmap comprising immediate (0\u201312 months), medium-term (1\u20133 years), and long-term (3\u20135 years) actions to transform Pakistan&#8217;s Flood Early Warning System into a more integrated, resilient, and people-centred system aligned with the United Nations&#8217; Early Warnings for All initiative and the Sendai Framework for Disaster Risk Reduction.<\/p>\n<p style=\"font-weight: 400;\">Following its finalization, the report has been disseminated among relevant federal and provincial government institutions, disaster management authorities, technical agencies, development partners, academia, and other key stakeholders to support evidence-based policymaking and guide future investments in strengthening Pakistan&#8217;s early warning systems.<\/p>\n<p style=\"font-weight: 400;\">The assessment reflects UNESCO Director-General Prof. Khaled El-Enany&#8217;s commitment to mobilizing science for sustainable development and ensuring that UNESCO&#8217;s work delivers practical benefits for people and communities. Through evidence-based recommendations for strengthening flood early warning systems and disaster risk reduction, the initiative demonstrates UNESCO&#8217;s integrated approach to building resilience in the face of climate change.<\/p>\n<p style=\"font-weight: 400;\">The assessment reinforces UNESCO&#8217;s commitment to supporting Pakistan in advancing science-based solutions for climate adaptation, disaster risk reduction, and sustainable development.
