NEW YORK:An Arria-Formula Meeting of the UN Security Council on \u201cBridging the Implementation Gap: Security Council Resolutions and the Maintenance of International Peace and Security\u201d concluded that resolutions matter only when they are implemented.<\/p>\n
Chaired by China and Pakistan, the meeting drew statements from 36 member states representing diverse regions and political systems. Delegates reached broad consensus that implementation is indispensable to the Council\u2019s credibility. Speakers cited Article 25 and Article 2(2) of the UN Charter, stressing that selective or delayed implementation prolongs conflicts, blocks humanitarian relief, and erodes confidence in the Charter.<\/p>\n
Ambassador Fu Chong of China warned that weak implementation undermines the Council and worsens crises. UN Assistant Secretary-General Khaled Khiari said selectivity weakens multilateralism and conflict prevention. Experts from Security Council Report and International Crisis Group argued the Council\u2019s effectiveness must be measured by results, not just resolutions adopted.<\/p>\n
Pakistan\u2019s Ambassador Asim Iftikhar cited Jammu and Kashmir as a longstanding case of non-implementation, saying unfulfilled resolutions damage the Council\u2019s authority. India\u2019s Ambassador Parvathaneni Harish maintained Kashmir is an internal matter and called for broader UN mandate reviews.<\/p>\n
Speakers agreed Security Council decisions must be treated as binding actions, not diplomatic statements.
